Job Description:
Job Responsibilities:Position Summary: This position leads the
daily operations and staff of the MPS VRP in Milwaukee. The
position works with the Director for requirements related to
requirements of MPS detailed in the Statement of Work, including
data management and reporting, personnel, relationships with MPS
leadership and the Safety Director, required goals and performance
metrics. The Program Director ensures coverage at the 7 MPS
schools, and that staff are on-call and available for youth 7 days
a week. Essential Functions: Working with the Director of Milw
Youth Services, ensure training requirements and timelines of WCS
and MPS are adhered to utilizing the LMS (MI, TIC, Ethics and
Boundaries, Mentoring, Cultural Humility, etc.). Working with the
Director of Milw Youth Services, ensure all VRP staff are onboarded
according to the MPS contract with background checks submitted to
MPS for approval prior to hire, and proper onboarding working with
Human Resources. Working with the Director, ensure all VRP staff
learn and understand systems utilized by WCS for timecards and
expense sheets (Dayforce), training (Relias and the LMS), policies
and procedure (Power DMS), and for leadership: invoicing (Paper
Save). Ensure compliance with 90 day and annual performance reviews
of all staff with the support of the Director of Milw Youth
Services. Collaborate with the Co-Program Director and supervise
all staff and daily operations of 7 schools using daily check-ins,
on-site supervision and timely documentation (AWARDS, Insperity,
and Daily Reports). Lead monthly site supervisor check-ins. Ensure
the program offers an array of services in accordance with the
contract including training, tutoring, parent programs,
non-traditional mentoring, reaching out to community organizations,
etc. Ensure parent engagement. Build and maintain relationships
with school personnel (administration, school safety, social
workers, guidance counselors, teachers, etc.) and community
partners. Work with co-Program Director and supervisors to
coordinate summer activities for VFZ participants. Provide general
recreation support throughout the year. Provide supervision of
summer rec programming and summer youth employment. Professionally
engage all agency, school, and community meetings. Support agency
events and functions, including Town Halls. Working with the
Director of Milw Youth Services, ensures compliance with the HUB
requirement, including paid student employment (400 hours), and
student career awareness (10 hours). Ensure all VRP staff receive
written authorization from the parents or guardians of students
being mentored. Collaborate with the principals to ensure that none
of the tasks performed by the Youth Advisors conflict with MPS
Board policies and procedures. Working with the Director of Milw
Youth Services, address all personnel issues raised by MPS within
two business days. Facilitate youth and family surveys for the VRP
program, send results to the VP and Director of Milw Youth
Services. Ensure compliance with Empathy Interviews with youth and
program staff involved with the with the VRP, under the direction
of the VP and the Empathy Interview Committee to ensure all
programs employ a Trauma Informed and Person-Centered Approach in
service delivery. Work with the Program & Quality Assurance
Specialist and Director under the direction of the VP and lead
quality assurance functions to ensure programs remain in full
contract compliance. Participate in annual audits of the VRP with
the VP and Director of Milw. Youth Services, including required
data and reporting for MPS, according to the MPS Scope of Services.
Train new employees and leaders on the required databases (AWARDS
and MPS systems) and monitor their progress and compliance through
weekly QA Checks with the support of the Program & Quality
Assurance Specialist and Director of Milw. Youth Services. Ensure
all data is timely, entered, and accurate for tracking and
reporting on the program goals, benchmarks, and annual MPS
Performance Metrics to ensure renewal of the contract each year for
the life of the contract. Support staff to remain in compliance
with all WCS policies and procedures (Power DMS). Working with the
Director of Milw. Youth Services, uphold and promote a positive and
supportive culture for individuals served and program staff and
leaders. Maintain confidentiality for persons served within all
written and verbal communications. Adhere to WCS Policies and
Procedures, and that all VRP staff and leaders review and sign off
on policies and procedures in Power DMS. Other duties as assigned
by the Director of Milwaukee Youth Services. Other Duties and

Qualifications:Knowledge, Skills and Abilities: This person must
have exceptional customer service and person-centered skills. Must
possess exemplary verbal and written communication skills, along
with strong computer skills that include Microsoft Word, Excel, and
database applications. Requires being good at detailed work and
utilizing analytical and problem-solving skills. Ability to
multitask, organize, and assist others to implement procedures and
practices. Must be sensitive to cultural, ethnic, and disability
issues. Minimal Qualifications: Bachelor's Degree in a Human
Service field. Two years minimum of experience with justice
involved youth, reporting, quality assurance, and strong customer
service skills. Strong computer skills including typing and ability
to use Microsoft programs, databases, etc. Advanced organization
skills. Ability to display cultural competence by responding
respectfully and effectively to people of all cultures, languages,
classes, races, ethnic backgrounds, religions and other diversity
factors in a manner that recognizes, affirms and values the worth
of participants the agency service. Valid driver's license,
automobile, and insurance sufficient to meet agency requirements.

and caregiver background check, drug test, and driver's record
check. Other Job Information (if applicable):Work Relationship and
Scope: Reports directly to the Director of Milwaukee Youth Services
and works closely with the Vice President of Court & Community
Reintegration Services. The Program Director oversees a team of up
to 35 staff members. Interacts with youth and parents served by the
program, MPS leadership, VRP team members, and other WCS leadership
and staff to carry out the duties outlined in the job

in a fast-paced office setting. Must be comfortable being around
and/or interacting with youth and their families, MPS leadership
and staff, WCS leaders and staff, and admin departments for program
support (HR, IT, Finance, PQI). Must follow expectations of MPS and
WCS specific to hours and availability, spending time at the 7 MPS
schools supporting staff and attending required meetings with MPS

Physical Demands:May require sitting at a desk and/or computer for
