Position: Chief of Party (COP), Strengthening the Capacity of Local Organizations - TanzaniaLocation: Dar es Salaam, TanzaniaJob Id: 993# of Openings: 1Chief of PartyDemocracy International (DI) is seeking a Chief of Party (COP) for the anticipated USAID-funded Strengthening the Capacity of Local Organizations program in Tanzania. The program aims to assess and bolster the capacity of Tanzanian local partners to better strategize, implement, and monitor their activities, equipping them to take a lead role in USAID-funded development programs and support other local organizations to engage with funders. The anticipated 4-year program will also focus on ensuring long-term sustainability of local organizations through strengthened operational capacity.The COP will provide overall leadership, strategic direction, and outcome management of the program. They will be the main liaison between USAID, the Government of Tanzania, and other stakeholders while ensuring the project's successful implementation. The successful candidate will be based in Dar es Salaam, Tanzania, and the anticipated start date is February 2025. This is an in-person, full-time, key personnel senior position and is contingent upon award. This role is open to citizens of Tanzania and expatriates.Responsibilities:

  • Lead and oversee all aspects of program implementation, including financial, operational, and technical strategies;
  • Develop and maintain strong relationships with USAID, the Tanzanian government, and local stakeholders;
  • Ensure the project aligns with USAID's Local Capacity Strengthening Policy and the Collaborating, Learning, and Adapting Framework;
  • Ensure timely delivery of activity inputs, deliverables and reports;
  • Provide technical and strategic leadership on all activities, including budget, compliance, and reporting;
  • Develop regular reports and ongoing activity monitoring consistent with the requirements of the contract with USAID and with internal reporting requirements;
  • Manage the preparation and presentation of work plans, MEL plans, and reports;
  • Serve as technical lead in implementing and overseeing aspects of the activity;
  • Represent DI externally at meetings, workshops, and other events;
  • Act as a key liaison with USAID;
  • Manage a diverse team of activity staff;
  • Provide technical assistance, as needed, to activity partners, grantees, and beneficiaries.Administrative Responsibilities:
    • Continue to build and lead DI's dynamic local team;
    • Approve expenditures and other financial transactions in accordance with DI and USAID policies and practices;
    • Liaise regularly with USAID, local staff and partners, STTAs, and DI's home office to ensure that deadlines are met and high-quality deliverables are completed and submitted in a timely manner;
    • Manage relationships with local partners and government, civil society representatives and international donor representatives.Secondary Job Duties:
      • Contribute to ongoing DI business development efforts around the world.Qualifications:
        • Master's degree in international development, public health, management, organizational development, or social sciences with at least 10 years of experience managing multi-sectoral projects OR Bachelor's degree in a related field with 12 years of relevant experience. This includes experience strengthening the capacity of USAID staff, local and regional organizations, and advancing locally led development;
        • Demonstrated success in managing projects focused on organizational capacity strengthening, civic engagement, or civil society strengthening, especially in East Africa;
        • Proven experience managing teams of expatriate and local staff;
        • Experience strengthening the capacity of USAID staff and knowledge of USAID's internal processes is also highly desirable;
        • Proficiency in English is required and working proficiency in Swahili highly desirable;
        • Excellent oral and written communication skills, analytical skills, interpersonal skills, team management skills, leadership, and decision-making skills;
        • Proven experience building and managing dynamic, flexible teams, preferably on global activities;
        • Ability to travel globally.Reporting:
